Fulton Forest Products; sawmill - On or about 1/15/14, employees were potentially exposed to struck-by hazards from accidental load disengagement associated with hooks not equipped with safety latches.  The chain fall hoist located near the conveying system did not have a latch on the hook.

29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to, items in this section:         A.)  Fulton Forest Products - On or about 1/15/14, the company's lockout/tagout procedures were not specific in that they did not have a specific sequence for employees to follow to lockout equipment.  In addition, the procedure was lacking specific details/techniques for separating chains and securing belts, specific identification of valves, identification of specific devices to lockout valves, and procedures for releasing the machines/equipment from lockout.  Personnel perform servicing/maintenance work on equipment that includes but are not limited to, debarker, bark conveyor, and deck log.
