The cylinders were lying on the floor with valve side not visible and with items on top of them.      NOTE: THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT CERTIFICATION  FOR THIS ITEM IN ACCORDANCE WITH 29 CFR 1903.19
