29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, nor was an alternative fall protection measure provided: (a) Garza Roofing at 428 10th St., Greeley, CO 80631: On or before January 7, 2014, the employer did not ensure each employee on a walking/working surface having an unprotected side or edge which was six feet (1.8m) or more above a lower level was protected from falling by the use of a guardrail system, a safety net system, or personal fall arrest system in that two employees were engaged in tearing off an old roof and applying new sheeting on the roof of a single family residential home. This condition exposed the employees to a fall hazard of 10.9 feet. Garza Roofing was previously cited for a violation of the same or substantially similar condition of this Occupational Safety and Health Standard 29 CFR 1926.501(b)(13) which was contained in OSHA Inspection Number 190221, Citation Number 1, Item 1 issued on March 15, 2012 and became Final Order on March 29, 2012 with respect to a workplace located at 3720 Nederland Drive, Loveland, CO 80537.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladders length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) Garza Roofing at 428 10th St., Greeley, CO 80631: On or before January 7, 2014, the employer did not ensure that the ladder employees were using to access an upper landing surface extended 3 feet above the upper landing area. This condition exposed the employees to a fall hazard of 10.9 feet.
