29 CFR 1910.134(c): The employer did not develop and implement a written respiratory protection program with required worksite-specific procedures and elements for required respirator use: On or about January 23, 2014, the employer required the use of tight fitting respirators but had not developed and implemented a written respiratory protection program. The employees engaged in silk screening and spray paint were exposed to an inhalation hazard. Elements of a written respiratory program include, but are not limited to, medical evaluations for employees required to use respirators, annual fit testing for tight fitting respirators, training in use and care of respirator, and a change-out schedule for respirator cartridges.
