29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladders length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) Marlborough Tavern Job Site - On or about 1-27-14 - Employees were observed using a fiberglass extension ladder to access the work area on the roof of the building which did not extend three feet above the landing surface exposing the employees to a nine foot fall hazard. The extension ladder extended only one and a half rungs, about 18 inches above the landing surface.
