29 CFR 1910.141(a)(4)(ii): All sweepings, solid or liquid wastes, refuse, and garbage were not removed in such a manner as to avoid creating a menace to health and as often as necessary or appropriate to maintain the place of employment in a sanitary condition:  a) Armory Room no. WS35, where towels impregnated with flammable solvents including, but not limited to, Hoppes Gun Bore Cleaner were allowed to collect on the work bench or disposed of in uncovered plastic trash cans that were not emptied on a daily basis.
