The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated  a. On or about 01/29/2014, at the job site - the use of personal fall protection was not enforced while operating an aerial lift to lift material and nailing a wood board, exposing the worker to a 26 feet fall hazard.

At the job site, an employee conducting wood framing was exposed to a 21 feet 2 inches fall hazard, in that, the use of fall protection was not enforced, on or about 01/29/2014.
