29 CFR 1926.451(f)(14): Makeshift devices, such as but not limited to boxes and barrels, shall not be used on top of scaffold platforms to increase the working level height of employees.    a)  At the jobsite, on or about 1/31/14:  A scaffold was being used that was approximately 18 feet to the uppper working platform/decking.  This scaffolding was loaded with "cubes" of block and workers were standing on those cubes to assist them in fixing reienforced plastic sheeting to the scaffold, negating the protection of the guardrail system.      Abatement certification must be submitted for this item.

C&D LaFace Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29CFR 1926.451(f)(3), which was contained in OSHA inspection number 314346941, citation number 1, item number 1b, and was affirmed as a final order on 6/10/11, with respect to a workplace located at West Genesee Street, Syracuse, NY.
