29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked between the front uprights and the guardrail supports:    a)  The employer erected two 12 ft tall scaffolds for installing a decorative metal curtain along the 25 ft tall wall (18th floor lobby).   The scaffold framings were 4 and 5 ft wide but the working platforms were only 20 inches wide, made of plywood nailed to 2by4 wood.  Employees were exposed to falling 12 feet.
