29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  a)   Top of structure; On or about February 20, 2014, and at times prior thereto, an employee was observed bracing trusses, approximately 22 feet above the sub-floor, without the use of his personal fall protection.  A personal harness and retractable lifeline were worn, but the employee was not tied off while supervisor handed lumber cross bracing material to him.     (b)  Street side of the structure; On or about February 20, 2014, and at times prior thereto, an employee was observed bracing trusses, approximately 25-30 feet above the asphalt parking area below, without use of his personal fall protection.  A personal harness and retractable lifeline were worn, but the employee was not tied off while an employee below tossed metal bracing material to him.      Note: Abatement certification and documentation are required for this item.    The Morgan Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29CFR1926.501(b)(1), which was contained in OSHA inspection number 400422, citation number 1, item number 1and was affirmed as a final order on June 5, 2012, with respect to a workplace located at 3656 Washington Pkwy, Idaho Falls.
