29 CFR 1910.37(a)(3): Exit routes were not free and/or unobstructed. No materials or equipment may be placed, either permanently or temporarily, within the exit route. The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp were not provided where the exit route was not substantially level. (a) Exit route leading from basement repair area: Employees perform jewelry repair work, including soldering which requires use of compressed gas cylinders of oxygen and acetylene with no mechanical ventilation. The exit route from that basement area to the ground level was not via stairs or ramp, but via a custom made wooden ladder through a trap door that leads to an enclosed Jewelry display/work area that is kept locked with a sliding bar; on or about 02/021/2014.
