On or about February 25, 2014, Facility-Wide:  The employer had not developed a written hazard communication program that addressed container labeling and other forms of warning, safety data sheets, and employee information and training.  The employer did not maintain copies of material safety data sheets for all chemicals used on site, including, but not limited to propane.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:  A.  On or about February 24, 2014, Facility-Wide:  The employer had not documented that employees had been trained on the hazards of the chemicals with which they were working, including but not limited to propane.  The employer had not provided training for employees which included an explanation fo the new safety data sheet, including product identifiers, signal words, pictograms, hazard statements and precautionary statements.
