The access way and landings leading from the building were not free of snow preventing free escape from the facility in the event of a fire or other emergency (including but not limited to). The doors could not be opened from the inside.    1/ Double glass doors leading to Parking lot  2/ Exit doors located on the New Jail side of the facility  3/ Exit door #8 and #10 leading the Parking lot     Observed on/or about 02/20/2014.
