29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system: On the 2nd floor of the apartment building, Northwest side, on or about February 25, 2014, employees without fall protection were exposed to a fall hazard greater than 6 feet to the unpaved ground below while building and erecting apartment walls.
