The third floor kitchen floor was rotted; back porch with fire escape stair was rotted. The employer was doing building cleanout preparation for gut-renovation. 29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail: a) There was no stairrail or handrail on the interior stairway of the 3 story buildiing. Employees were exposed to fall hazard when using the stairs during debris clean-out of the building in preparation for gut-renovation; stairs had holes with step tops/treads missing.
