29 CFR 1910.26(c)(3)(iii): Ladders were used on surfaces which did not provide a secure footing: On or about February 11, 2014 a portable metal ladder was used on a surface which did not provide a secure footing as the result of snow or ice being present. The ladder was set up on the northern wall of the establishment with pavement of the parking area as the ground surface. Winter conditions were present at the time. This was on site at 2718 North Ridge Road East, Ashtabula, OH 44004.
