29 CFR 1926.602(a)(2)(i): Seat belts were provided on all equipment covered by this section but the requirements of the Society of Automotive Engineers, J386-1969, Seat Belts for Construction Equipment were not met in that the seatbelt was not worn: On or about February 26, 2014, and at times prior thereto, at a rig site, H & P IDC Rig # 347, an employee was observed operating a backhoe without the seatbelt on. The employee was exposed to potential struck-by hazards.
