29 CFR 1910.23(d)(1): Every flight of stairs having four or more risers shall be equipped with standard stair railings or standard handrails as specified in paragraphs (d)(1)(i) through (v) of this section, the width of the stair to be measured clear of all obstructions except handrails:   a) Rear of education building; on or about March 5, 2014 and times prior, the employer failed to provide a standard stair railings around stairs that measures  7 feet (84.25 inches) from the leading edge to the ground at the top of the stairs.
