Employees were exposed to the hazard of fire and explosion.

29 CFR 1910.134(c): The employer did not develop and implement a written respiratory protection program with required worksite-specific procedures and elements for required respirator use:  On or about March 6, 2014, the employer did not develop and implement a written respiratory protection program meeting the requirements of (c)(1)(i) to (ix) of this section for employees required to wear respirators during spray finishing operations (including sanding surfaces) exposed to chemical hazards such as, but not limited to, Valspar Valtec Pre-Catalyzed Lacquer (Hazardous Components include: NButyl Acetate, Ethanol, Toluene, Acetone, Proprietary Resin, Toluene, Formaldehyde), Crown Lacquer Thinner (Hazardous Components include: Methanol, Heptane, Acetone, Toluene, 2-Butoxyethanol), and A-100 Exterior Acrylic Latex (Hazardous Components include: Cristobalite, Titanium Dioxide, Zinc Oxide).  Employees wear either a negative pressure halfmask airpurifying respirator with organic vapor cartridges and N-95 pre-filters or an N95 negative pressure particulate respirator (Filtering Face/dust mask).
