29 CFR 1926.501(b)(11): "Steep roofs." Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems.   At the jobsite; employees were unprotected on a steep roof, pitch 5:12, at an elevated height of approximately 21 feet , exposing employees to fall hazards.     SKYLINE ROOFING & SHEET METAL WAS PREVIOUSLY CITED FOR A SIMILAR VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD 29 CFR1926.501(B)(1) CONTAINED IN OSHA INSPECTION NUMBER 312926827, CITATION NUMBER 1, ITEM NUMBER 1, ISSUED ON APRIL 7, 2011, WITH RESPECT TO A WORKPLACE LOCATED AT NEW EDUCATION SUPPORT CENTER, DICKINSON, TX 77539.  THIS CITATION BECAME FINAL ORDER ON APRIL 28, 2011.
