Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system:  location: 2nd floor, lot 21-22 On or about: 3/13/14  a) Employees engaged in painting activities, were not provided with any means of fall protection. The employees were exposed to a fall of 10 1/2 feet.

29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one hand rail:   location: stairs between 1st and 3rd floors, lot 21-22 on or about: 3/13/14   a) Employees were using the stairs to access the upper levels and were working from the stairs while engaged in painting activities. The stairs did not have a hand rail.

The open sided stairs were not provided with stairrails.
