29 CFR 1926.20(b)(1): It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part. On or about March 19, 2014, and at times prior thereto three employees were observed working on the top of the third story, installing roof trusses without any form of fall protection; the employer did not provide Safety & Health Programs to enable employees to recognize the hazards. Hazards associated with framing such as but not limited to fall and/or struck-by hazards.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system: On or about March 19, 2014 and at times prior thereto three employees were working on the top of the third floor, installing the roof trusses with any form of fall protection. This condition exposed the employees to a fall greater than 6-feet to the ground below.
