29 CFR 1926.451(g)(4)(i): Guardrail systems were not installed along all open sides and ends of platforms before being released for use by employees. On or about March 24, 2014, and times prior thereto, two employees performing plastering work on a frame scaffold working platform elevated more than 10 ft. from the ground were not provided with a guardrail system on all open sides and ends. This condition exposed employees to fall hazards.

29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii). On or about March 24, 2014, three employees were observed performing plaster work on a fabricated frame scaffold that was not fully planked or decked. This condition exposed employees to fall hazards of greater than ten feet from the ground. J.G. Plastering was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 895324, citation number 1, item number 1 and was affirmed as a final order on May 21, 2013, with respect to a workplace located at4016 Hueco Valley Dr. El Paso, TX. 79938.

On or about March 24, 2014, and times prior thereto, employees were observed working on a frame scaffold where legs, or supporting scaffold posts were not provided with mudsills to adequately support the scaffold firmly on the ground. This condition exposed employees to fall hazards. J.G.
