29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in 29 CFR 1910.6.    On or about March 28, 2014, and times prior thereto, stored cylinders of Nitrogen gas created struck by, asphyxiation, and cryogenic burn hazards where they were not in accordance with the Compressed Gas Association Pamphlet P-1-1965, sections 3.3.8, 3.3.10 and 3.4.4:      a)  A nitrogen cylinder was stored unsecured and in an open area at the Caterpillar Line, fracture cell.       b)  A nitrogen cylinder was stored unsecured and in an open area at column labeled "Container #4".    c)  A nitrogen cylinder was stored unsecured and in an open area at Navistar line, fracture cell.
