OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck by hazards from falling or collapsing wood trusses:  On 3/27/14, employees were setting wood trusses with insufficient temporary lateral and diagonal bracing to prevent the trusses from rolling over, and were lifting trusses that were not rigged to fly level or to prevent damage to the trusses.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   On 3/27/14, employees setting trusses on a two story apartment building were not using any form of fall protection.
