29 CFR 1926.501(b)(9)(i): Each employee performing overhand bricklaying and related work 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a controlled access zone:  a) At the two story residential home located at 3311 West Morrison Ave, Tampa, FL 33629 as observed on or about 03-27-2014.  Two employees were laying concrete blocks from a scaffold assembled on the second floor.  The employees were required to lean over the wall and had no fall protection exposing them to a fall over the exterior wall of 15-feet 11-inches.
