29 CFR 1910.1200(e)(1): Employer did not maintain, at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met (Construction Reference: 1926.59): a) Clearfield Elementary School construction site at 700 High Level Road in Clearfield, PA. On or about March 31, 2014, a copy of the employer's written hazard communication program was not maintained or available at the worksite for the employees working with and around various types of hazardous chemicals and substances including, but not limited to, the Roxul insulation and the Quikrete mortar which contains Portland cement.

29 CFR 1910.1200(g)(8): The employer did not maintain in the workplace copies of the required safety data sheets for each hazardous chemical, and did not ensure that they were readily accessible during each work shift to employees when they are in their work area(s) (Construction Reference: 1926.59): a) Clearfield Elementary School construction site at 700 High Level Road in Clearfield, PA. On or about March 31, 2014, a Safety Data Sheet for the Quikrete mortar was not maintained at the worksite. The SDS was not readily available for employees working with the mortar which contains Portland cement.
