29 CFR 1910.132(d)(1):  The employer did not assess the workplace to determine if hazards were present, or were likely to be present, which necessitated the use of personal protective equipment (PPE):      Employees performing rail installation with isocyanate sealant without the protection of gloves were exposed to skin irritation and isocyanate sensitization and the employer did not properly asses the workplace to determine if hazards were present which necessitated the use of personal protective equipment including gloves.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard was introduced into their work area:       Employees performing isocyanate containing chemical handling and use in the following instances were exposed to skin irritation and isocyanate sensitization and the employer did not provide effective information and training on hazardous chemicals in their work area at the time of their initial assignment:       A) Employees performing floatation foam pouring with isocyanate containing SP5PUF1 or similar, and       B) Employees performing rail installation with isocyanate containing sealant.
