29 CFR 1926.20(b)(1): The employer did not initiate and maintain such programs as may be necessary to comply with this part: Construction site: On or about April 3, 2014, and at times prior thereto, four employees were working on the roof without any form of fall protection. This condition exposed the employee to a fall greater than 6-feet to the ground below. The employer did not provide Safety & Health Programs to enable employees to recognize the hazards. Hazards are associated with roofing buildings such as but not limited to fall and/or struck-by hazards.
