Waste Management and Recycle Building, Loading Bay R1 - The employer did not guard the open-sided floor that was four (4) feet above an adjacent floor with standard railings or its equivalent on all open sides.  Employees were exposed to fall hazards while disposing of refuse in a roll-off dumpster. Observed on or about April 1, 2014.  b. Waste Management and Recycle Building, Loading Bay R2 - The employer did not guard the open-sided floor that was four (4) feet above an adjacent floor with standard railings or its equivalent on all open sides.
