29 CFR 1926.451(b)(5)(ii): Each platform greater than 10 feet in length shall not extend over its support more than 18 inches (46 cm), unless it is designed and installed so that the cantilevered portion of the platform is able to support employees without tipping, or has guardrails which block employee access to the cantilevered end. (a) During structural steel repair, near column L29 (downstream), on or about 4/04/14: a 16' x 28" aluminum scaffold pick spanning an approximate 10' x 5' opening in the scaffold system was not designed and installed such that the cantilievered portion(s) of the pick, which extended approximately 3' past its support(s), was able to support employees without tipping.
