Condition observed on or about 4/02/2014.  b) The employer failed to provided documentation and certification for abatement of citation 1 item 2b in which the employer did not provide a training program for employees using ladders to recognize hazards related to their use. Condition observed on or about 4/07/2014.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access:  a)  Jobsite located at 12047 Turner Avenue, Ocean, NJ 07712:  Company employees were exposed to fall hazards of approximately 19 feet to the ground below, while descesing from an extension ladder that was not extended 3 feet above the upper landing surface and was not secured appropriately. The employees were descending after performing siding installation activities on a house under renovation.  Conditions noted on or about 04/02/2014.
