29 CFR  1926.1101(f)(2)(i):  Each employer who has a workplace or work operation covered by this standard did not ensure that a "competent person" conduct an exposure assessment immediately before or at the initiation of the operation to ascertain expected exposures during that operation or workplace.   a)  The employer did not conduct an initial exposure assessment for potential asbestos exposure during the installation of emergency egress lighting.  The employer disturbed asbestos containing wall surfacing material (2% Chysotile), and an exposure assessment had not been completed beforehand to plan for appropriate control systems and abatement measures.  Abatement was completed for this item.

29 CFR 1926.1101(g)(9):  Class III asbestos work was not conducted using engineering and work practice controls which minimize the exposure to employees performing the asbestos work and to bystander employees.  a) Class III asbestos work was conducted in the Teton SSC during the installation of emergency egress lighting, and procedures to protect bystander employees from the hazards of asbestos were not implemented.    b)  Employees were required to remove equipment from the Teton SSC during the office shutdown before a negative assessment for asbestos exposure had been completed.  These employees were not wearing personal protective equipment to protect themselves from the potential hazards of asbestos.  Abatement certification is required for this item.
