29 CFR 1926.451(g)(2): The employer did not have a competent person determine the feasibility and safety of providing fall protection for employees erecting or dismantling supported scaffolds and did not ensure employees were protected from falls where fall protection was feasible and did not create a greater hazard:    a.      On or about April 16th and 17th, 2017, employees were not protected from falls as they erected the scaffold along the exterior of the building and above the river.  The scaffold was approximately 4 sections high and 19 sections long with heights / falls up to 35 Feet.      b.      Employee(s) were exposed to falls during the assembly of the scaffold leg extensions.  The leg extensions were connected to the lower scaffold level and placed into the river and on top of the dam.  In addition to the fall exposure while working on the unprotected scaffold, an employee was exposed to falls while climbing down a scaffold leg on to the top of the dam.
