Located along the perimeter exterior area of the residential apartment/condo structures self-supported tubular welded frame scaffolding systems were not erected and used properly under the supervision of a competent person qualified in scaffold erection in that standard guardrails or personal fall arrest systems were not completely erected or utilized.

29 CFR 1926.451(g)(1): Employees on scaffolds more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level by fall protection established in paragraphs (g)(1)(i)-(vii) of this section: Located along various perimeter exterior areas of the residential apartment/condo structures employees were observed working from self-supported tubular welded frame scaffolding systems that were not protected by standard guardrails or personal fall arrest systems exposing employees to fall potentials in excess of 14'.
