29 CFR 1926.1101(k)(1)(ii): The employer did not include asbestos in the program established to comply with the Hazard Communication Standard (HCS) (� 1910.1200), did not ensure that each employee had access to labels on containers of asbestos and safety data sheets, did not ensure hazard communication training on asbestos in accordance with the provisions of the Hazard Communication Standard 29 CFR 1910.1200 as well as paragraphs (k)(9) and (10) of this section. The employer did not provide information on at least the following hazards: Cancer and lung effects.  179 ALLYN STREET, HARTFORD, CONNECTICUT  1.  On or about April 4, 2014, the employer instructed a laborer to cut four holes in the roof of the building to allow for installation of beams to support a cooling tower.  The employer was aware that the roofing material contained asbestos but did not provide the laborer with information pertaining to the health hazards of asbestos.  2.  On or about April 21, 2014, the employer instructed a laborer to dry sweep an area of the 6th floor that was coated with dust generated as asbestos-containing roofing material was removed using a power cutter.  Engineering controls and proper work practices were not employed when the roof was being cut.
