Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to drowning hazards while swimming during marine mammal training operations: In the San Diego Bay near NAS North Island north boat launch, an animal trainer, engaged in training captive sea lions, was exposed to drowning hazards while swimming at night in areas containing underwater hazards including pier support pilings, where the employer failed to maintain contact with the deployed swimmer, as observed on April 28, 2014.

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falling into water and drowning while working on or near waters edge surfaces: In the San Diego Bay near NAS North Island north boat launch, animal trainers engaged in training captive sea lions were exposed to drowning hazards when falling into water where the employer failed to provide ring buoy and ladders, as observed on or about April 28, 2014.
