29 CFR 1926.20(b)(2): Employer did not provide programs for frequent and regular inspections of the job sites, materials, and equipment to be made by a competent person designated by the employer: a) EM Building Services, LLC at 651 Market St., Grand Junction, CO 81505: On and before 4/15/14, the employer did not ensure a safety program was developed and implemented for the work environment to include regular inspections of the jobsite, materials, and equipment; conducted by a competent person. Employees on-site were permitted to work in areas where fall hazards existed. The condition exposed the employees to a fall hazard of 50 feet while framing the roof. Abatement Note: OSHA defines a competent person as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them. Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").

29 CFR 1926.501(b)(1): Each employee on a walking working surface (horizontal and vertical surface) with an unprotected side and edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. (a) EM Building Services, LLC at 651 Market St., Grand Junction, CO 81505: On and before 4/15/14, the employer did not ensure that fall protection systems were utilized by employees engaged in framing activities while working at the unprotected side and edges of a roof on a commercial building. Employees were exposed to falls in excess of 50 feet. Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
