29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) Porch Roof - An employee worked on the 8-10 foot high porch roof without using any type of fall protection   This condition exposed the employee to a serious hazard, observed on or about 3-13-14.  Abatement certification required.

29 CFR 1926.503(a)(2)(iii): The employer did not assure that each employee has been trained, as necessary, by a competent person in the use and operation of guardrail systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used:  a) Porch Roof - An employee worked on the 8-10 foot high porch roof without using any type of fall protection and the Foreman was not aware they needed fall protection on a roof at this height.  This condition exposed the employee to a serious hazard, observed on or about 3-13-14.  Abatement certification required.
