29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):    a) Lot 213 - 216 The Gable - An employee sheeting a 7 X 12 pitch roof was exposed to a fall hazard of approximately twenty (20) feet without the use of guardrail system, safety net system, or personal fall arrest system, on or about May 06, 2014.    Frameworks Construction, Incorporated was previously cited for a violation of this occupational safety and health standard or its equivalent standard (1926.501(b)(13)), which was contained in OSHA inspection number 314246547, citation number 1, item number 4 and was affirmed as a final order on (06/21/2012), with respect to a workplace located at 6 Kreider Drive, Jonestown, PA.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1926.451(c)(2)(v): The employer used forklifts  to support scaffold platforms without ensuring that the entire platform was attached to the fork and that the forklift was not moved horizontally while the platform was occupied:    a) Lot 213 - 216 The Gable - An employee unloading plywood from an elevated platform/stage was exposed to a fall hazard of approximately twenty (20) feet while the entire platform/stage was not attached to the rough terrain forklift, on or about May 06, 2014.     Frameworks Construction Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard (1926.451(c)(2)(v)), which was contained in OSHA inspection number 314246547, citation number 1, item number 1b and was affirmed as a final order on (06/21/2012), with respect to a workplace located at 6 Kreider Drive, Jonestown, PA.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.    Note:  Preamble to Subpart L promulgated new paragraph (c)(2)(iv) & (v) in final rule to provide guidance. Added provision requires that in the case of fork-lifts, the entire scaffold platform be secured to the forklift.
