29 CFR 1910.119(f)(1)(ii)(B): The employer did not develop and implement written operating procedures that provide clear instructions for steps required to correct or avoid deviation from the operating limits in the covered process. Operating procedures, including but not limited to, the procedures for the following equipment at Rentech Nitrogen GP, LLC., did not completely define the operating limits and the steps to be taken to correct or avoid the deviation: C-1 Air Compressor, C-11 Recompressor, B Clark Compressor, C-4 Refrigeration Compressor, C-4 Pressure Pump, Additional Clark Compressors, Purge Gas Compressor C-13, C-2D Syngas Ammonia Compressor, Chiller, HR-6 Startup Heater, AC-800 Sullair Air Compressor, Accumulator Pumps, T-1B Pump, and Crude Pumps. The procedures did not specify the point at which operators were required to take or corrective action nor did it specify the appropriate action to be taken. Abatement documentation is required of this item in accordance with the requirements of 29 CFR 1903.19(d).
