Abatement certification was not received for the following violations:          a.    Citation 1 Item 1a&b, and      b.    Citation 1 Item 2b.

29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):  Employees were exposed to a fall hazard while installing roof trusses and purlins and a competent person had not performed frequent and regular safety inspections of the construction site to identify and eliminate the hazards.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    Employees installing purlins on rafters were exposed to fall hazards of approximately 7 feet onto the flat roof of building, and a suitable fall protection system was not used.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:    Employees engaged in installing purlins on the 4/12 pitch trusses were exposed to fall hazards of approximately 7 feet, and the employer had not instructed the employees in hazard recognition and the applicable regulations to their work environment.
