29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards: a) At the jobsite: Roof - Employees cleaning gutters within three (3) feet of unprotected edges were exposed to a fall hazard of approximately twenty (20) feet. The employees were not protected by standard railings or equivalent means of fall protection. Observed on or about 05/19/2014.
