29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person.     At a jobsite in Rockford, Illinois, a roofing contractor did not provide a competent person at the jobsite whose employees were exposed to fall hazards.     Abatement certification is required of this item in accordance with the requirements of 29 CFR 1903.19(c)

29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels and 50-feet (15.25 m) wide or less, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system.    At a jobsite in Rockford, Illinois, employees working from a commercial low sloped roof approximately 30 feet above grade were not using any method of fall protection.     There is no abatement certification or documentation required for this item.
