Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. a. On the roof of the Arena Grand grill where a temporary make-up unit was removed and a permanent make-up unit replaced, the employer did not provide fall protection on the upper roof thereby exposing employees to a fall hazard.

29 CFR 1926.502(f)(1)(iii): Points of access, materials handling areas, storage areas, and hoisting areas shall be connected to the work area by an access path formed by two warning lines. a. On the roof of the Arena Grand grill where a temporary make-up unit was removed and a permanent make-up unit replaced the employer did not place control lines on the lower roof to direct employees from the metal extension ladder to the fixed ladder thereby exposing employees to a fall hazard. b. On the upper roof where an employee was sigalling placement of a air handler onto the roof of the Arena Grand Grill, control lines were not installed from the fixed ladder to the actual roof area thereby exposing the employee to a fall hazard.
