29 CFR 1926.1052(c)(5): Handrails and the top rails of stairrail systems shall be capable of withstanding, without failure, a force of at least 200 pounds (890 n) applied within 2 inches (5 cm) of the top edge, in any downward or outward direction, at any point along the top edge.    Site: 115 Atlantic Avenue Brooklyn, NY    On or about 5/28/14    a) The handrail on the stairway leading from the ground floor to the 2nd floor its not capable of withstanding a force of at least 200 pounds. It was held together with a cord.

Site: 115 Atlantic Avenue Brooklyn, NY    On or about 5/28/14    a) The outlet was not properly mounted or secure. It was just hanging by the staircase.
