29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person.   At a jobsite in Belvidere, Illinois the employer did not provide a competent person to inspect the jobsite where fall hazards were identified.  Southwest Roofing & Siding Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.20(b)(2), which was contained in OSHA inspection number 916068, citation 1,  item number 1b and was affirmed as a final order on October 17, 2013, with respect to a workplace located at 104 Twin Oaks Drive, Joliet, Illinois.  Abatement certification is required of this item in accordance with the requirements of 29 CFR 1903.19(c)

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   At a jobsite in Belvidere, Illinois employees working on a residential roof ranging from approximately 9 feet to 19 feet above grade were not using any method of fall protection.  Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).  Southwest Roofing & Siding Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13) which was contained in OSHA inspection number 728082, citation 1 item number 1 and was affirmed as a final order on February 21, 2013, with respect to a workplace located at 978 North Main St. Rockford, Illinois.
