Subcontractor masonry employees was in the process of laying bricks and mortar from the edge of an unguarded section/area of a tubular welded-frame scaffold on the second level platform approximately 12 feet from ground level.   The area of the scaffold that the employees was working was not equipped with a guardrail system, on or about 05/30/14.
