29 CFR 1926.100(a): Employees working in areas where there was a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns, was not protected by protective helmets: a/ At the job site, one employee was working beneath another. The elevated employee was using a power drill to secure structural steel components while working from a two-tiered high, tubular weld, mobile scaffold. The employee working on the concrete pad was not wearing a hard hat.
