29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to Items of this section: A.) RaCoh Products, Inc. - On or about 6/10/14, employees were performing servicing and maintenance on machinery/equipment that , included but was not limited to, CNC machinery. The lockout/tagout procedures were deficient in that they did not include the magnitude of energy for the air, did not contain specific sequential procedures needed to bring the machines to a zero energy state, did not identify the energy isolating devices, did not identify the lockout hardware to be utilized, did not provide specific procedures/techniques for locking out the air, and did not contain a specific instructional step to verify de-energization.
